Flat bundled rate for a deregulated state: PECO's distribution charges plus its filed default-supply price, standing in for a competitive fixed supply contract — PECO's default service above 100 kW is hourly PJM pricing, so the fixed small-commercial price is the filed benchmark. Demand is billed per kW of the monthly measured maximum; the schedule's 40%-of-contract-demand floor resolves to the measured peak under the model's billed-peak assumption, and the demand rate folds the non-bypassable and default-service transmission charges. The supply benchmark resets 2026-12-01. PECO's EV-FC pilot rider — a 30% distribution-demand credit for public fast charging, capped at 36 months per site through May 2029 — is time-limited and not modeled. Pennsylvania's Alternative Fuels Tax on dispensed electricity (1.72¢/kWh in 2026) is carried on the tax-profile side, not in this rate; Philadelphia's local sales tax on electricity (+2 points) is site-dependent and not included.
The utility files an EV-specific rate or pilot that this model does not assume, so the modeled electricity cost reflects the standard schedule. A site that qualified for and enrolled in that program would see a lower demand line than the one modeled here. PECO's EV-FC pilot rider credits 30% of measured demand off the distribution demand charge for public fast-charging sites, but the credit runs at most 36 months per site and the pilot ends in May 2029, inside this model's 15-year horizon.
